Launched in October 2023 by the Abu Dhabi Department of Economic Development (ADDED) and the Abu Dhabi Investment Office (ADIO), the Smart and Autonomous Vehicle Industries (SAVI) Cluster is a strategic initiative to establish Abu Dhabi as the world’s next global industrial mobility hub, spanning autonomous vehicles, eVTOL aircraft, maritime systems, and robotics. SAVI’s core mandate is to drive foreign direct investment (FDI) and deliver GDP impact at national scale. It does not operate as a venture capital fund, startup accelerator, or equity investor. Instead, SAVI offers non-dilutive support, including business support, infrastructure access and regulatory enablement.
With a projected contribution of AED 22 billion to Abu Dhabi’s GDP and 15,000 new jobs, SAVI is central to the emirate’s long-term economic strategy. It also supports the UAE’s workforce agenda through collaborations with universities and vocational institutions to build the talent pipeline required for the mobility industries of the future.
Located in Abu Dhabi’s Masdar City, a sustainable development pioneer and a hub for research and development, the SAVI cluster houses academia, test zones, R&D labs, testing and certification facilities, large-scale workshops, hangars and manufacturing facilities, all connected through Abu Dhabi’s global logistics network.
